The National Railway Safety Transformation Mission 2047 is a visionary and forward-looking national initiative proposed by the All India Rail Safety Council (AIRSC) to promote a safer, smarter, more resilient and people-centred railway ecosystem across India. Conceived in alignment with the aspirations of Viksit Bharat 2047, the Mission seeks to place the protection of human life at the centre of railway development by strengthening safety education, accident prevention, technological innovation, professional capacity, institutional cooperation and responsible public participation.

Indian Railways is one of the nation’s most important public institutions and a powerful symbol of national unity, inclusive mobility and economic progress. It connects villages with cities, students with education, workers with employment, farmers with markets, patients with healthcare and families with one another. As India’s railway and metro systems become faster, more modern, digitally connected and environmentally sustainable, their safety systems, professional capabilities and public-awareness mechanisms must advance with equal strength and determination.

The National Railway Safety Transformation Mission 2047 has therefore been envisioned as a comprehensive platform for bringing together knowledge, technology, education, research, training and community participation. Its purpose is to contribute to the prevention of avoidable railway-related accidents, injuries and loss of life by encouraging informed decision-making, disciplined passenger behaviour, early recognition of hazards and coordinated safety action.

The Mission recognises that railway safety is not the responsibility of any one institution, authority or professional group alone. It is a shared national commitment involving railway and metro personnel, passengers, educational institutions, technical experts, emergency services, local administrations, industries, research organisations, communities, young people and responsible citizens. Every individual has a meaningful role in respecting safety instructions, reporting unsafe conditions, protecting public property and helping create a secure travelling environment.

The vision of the Mission is to contribute to the development of a modern, inclusive and safety-conscious railway ecosystem in which technology, professional excellence and responsible public behaviour work together to protect every life. It seeks to help build an India where railway safety is understood from childhood, practised throughout life and continuously strengthened through innovation, education, research, preparedness and collective responsibility.

Prevention will remain the foundation of the Mission. Many railway-related incidents can be avoided when risks are identified early, official instructions are respected and safe behaviour becomes a regular habit. The Mission will promote awareness concerning track trespassing, unsafe level-crossing practices, platform risks, mobile-phone distraction, dangerous photography, overcrowding, electrical hazards, fire emergencies, improper boarding and alighting, obstruction of train doors and unauthorised entry into restricted railway areas.

Passengers and members of the public will be encouraged to use only authorised foot overbridges, subways and designated crossings; remain behind platform safety lines; allow passengers to exit before boarding; avoid running or pushing; stay away from railway tracks and overhead electrical equipment; and follow all official signs, announcements and instructions. The Mission will communicate a clear message that no shortcut, photograph, telephone call or moment of impatience is worth risking a human life.

Innovation will be one of the Mission’s principal strengths. The initiative will encourage the responsible use of digital technologies, artificial intelligence, data analysis, predictive monitoring, smart surveillance, simulation-based learning and modern communication systems to identify risks and improve safety awareness. It will also support practical, affordable and locally appropriate solutions capable of improving safety at railway stations, level crossings, educational institutions and trackside communities.

The Mission will encourage engineers, researchers, technology institutions, students, start-ups and safety professionals to contribute innovative ideas for accident prevention and emergency preparedness. Research studies, technical forums, safety challenges and knowledge-sharing programmes may be organised to transform promising ideas into practical public-safety solutions.

Public participation will form another central pillar of the Mission. Railway safety becomes stronger when passengers and communities understand that their actions can either reduce or increase risk. Students, parents, teachers, motorists, pedestrians, cyclists, local residents and volunteers will be encouraged to become active partners in creating a culture of safety.

Community campaigns, passenger-awareness activities, public consultations, school programmes, safety clubs and volunteer networks will be developed to take safety knowledge beyond railway premises and into homes, schools and neighbourhoods. The Mission will promote the principle: “Every Citizen a Safety Partner • Every Journey a Shared Responsibility.”

The protection of every life will remain the Mission’s highest purpose. Railway safety must be inclusive, compassionate and accessible to all. Special attention will be given to children, senior citizens, pregnant passengers, persons with disabilities and travellers who may require additional assistance. Passengers will be encouraged to demonstrate patience, discipline, empathy and responsible conduct while using stations, trains, platforms, escalators, lifts and other public facilities.

Children and young people will occupy a particularly important place within the Mission. Through RailVidya, the children’s safety education initiative of AIRSC, age-appropriate learning materials and activities will be developed on railway and metro safety, safe travel, level crossings, platform discipline, electrical awareness, fire safety, first-aid awareness and emergency preparedness. Children will be encouraged to become Young Rail Safety Ambassadors who learn important safety messages, practise them responsibly and share them with their families and communities.

The Mission will promote the powerful student-led concept of “One Child • One Family • One Rail Safety Message.” A child who learns and shares one correct safety message can positively influence an entire household. By taking safety education from the classroom into the home, the programme can build a wider culture of awareness, responsibility and prevention.

Special outreach programmes will also be developed for schools and communities situated near railway lines and level crossings. Students, parents, teachers, motorists, pedestrians and cyclists will be reminded to obey closed gates, warning signals, barriers and instructions from authorised personnel. They will be encouraged to remember the essential message: “Stop • Look • Listen • Obey the Gate • Never Take a Shortcut Across Railway Tracks.”

Railway and metro passenger safety education will be promoted through posters, brochures, short films, digital lessons, exhibitions, workshops and public campaigns. These resources will explain safe behaviour at stations, inside trains, at level crossings and during emergency situations. Information will be presented in clear, accessible and multilingual formats so that it can reach people of different ages, educational backgrounds and regions.

Training and professional capacity building will be another important area of action. The Mission proposes to organise workshops, seminars, certificate programmes, demonstrations and specialised learning activities relating to railway safety, accident prevention, disaster preparedness, fire safety, first-aid awareness, crowd management, passenger protection and emergency coordination. These programmes will help participants understand risks, follow appropriate procedures and respond responsibly within the limits of their training and authority.

The Mission will also encourage railway-safety research and systematic knowledge development. Universities, technical institutions, researchers, professionals and students may be invited to study safety challenges and recommend practical solutions. Research reports, technical discussions, policy forums and innovation programmes can help strengthen evidence-based understanding and support continuous improvement.

A Digital Railway Safety Knowledge Centre may be established to make verified educational materials, research publications, training resources, awareness videos and safety messages accessible to the public. Websites, online learning platforms and mobile-friendly resources can extend the reach of the Mission, particularly among students, teachers, professionals and communities unable to participate in physical programmes.

The Mission may introduce a Rail Safety Fellowship and Internship Programme to provide young people with structured opportunities to study railway safety, public awareness, transport systems, emergency management, research and communication. Such programmes can help develop a new generation of informed professionals and responsible national safety leaders.

Recognition will also play an important role in encouraging excellence. The proposed National Rail Safety Excellence Awards may honour individuals, railway professionals, educators, researchers, students, volunteers, institutions and communities that demonstrate outstanding commitment to safety education, innovation, accident prevention and public service. Recognising sincere contributions can inspire wider participation and strengthen the national safety movement.

The Mission may be implemented through flagship programmes such as the National Rail Safety Awareness Campaign, RailVidya School Safety Education Programme, Young Rail Safety Ambassador Programme, Safe Level Crossing–Safe Community Campaign, National Anti-Trespassing Awareness Campaign, Safe Station–Responsible Passenger Initiative, Railway Emergency Preparedness Programme, Rail Safety Research and Innovation Forum, Rail Safety Volunteer and Community Network, National Railway Safety Conference and the Rail Safety Transformation Report 2047.

The long-term impact of the Mission is expected to extend beyond individual awareness campaigns. It seeks to create sustained improvement in public understanding, responsible passenger behaviour, community cooperation, emergency preparedness and respect for railway rules and infrastructure. Its success will be measured not only through activities conducted, but also through the positive attitudes, safe habits and responsible actions developed among participants and communities.

By connecting technical knowledge with public responsibility, the Mission can create meaningful opportunities for educational institutions, researchers, professionals, industries, civil-society organisations and citizens to contribute to India’s railway-safety journey. It can also serve as a common platform for sharing knowledge, identifying emerging risks and promoting practical safety solutions.

The Mission is closely aligned with the wider national vision of Viksit Bharat 2047. A developed India requires transport systems that are modern, reliable, inclusive, sustainable and safe. Faster trains, advanced stations, digital ticketing, intelligent monitoring and green mobility are important achievements, but their true value is realised only when every passenger can travel with confidence, security and dignity.

The National Railway Safety Transformation Mission 2047 will support Digital India through technology-enabled safety education and communication, Make in India through indigenous safety innovation, Skill India through training and professional capacity building, Atmanirbhar Bharat through national knowledge and technical capability, and Net Zero 2070 through responsible and sustainable public mobility. Above all, it will advance the principle of Vision Zero by promoting the prevention of avoidable deaths and injuries.

The All India Rail Safety Council firmly believes that railway development and railway safety must progress together. Every new train, station, technology and passenger facility must be supported by informed users, trained professionals, prepared communities and an unwavering respect for human life. Infrastructure can create safer conditions, but responsible conduct transforms those conditions into a genuine culture of safety.

Through the National Railway Safety Transformation Mission 2047, AIRSC seeks to bring innovation, prevention, education and public participation together under one purposeful platform. The Council invites educational institutions, safety professionals, researchers, industries, community organisations, volunteers and responsible citizens to contribute within their respective roles and capabilities.

The Mission is more than an awareness programme. It is a long-term national commitment to transforming attitudes, strengthening preparedness, encouraging innovation and developing responsible participation. Its message is clear: safety must be planned before a journey begins, practised throughout the journey and protected by everyone.

With innovation as its strength, prevention as its priority, public participation as its foundation and the protection of every life as its highest purpose, the National Railway Safety Transformation Mission 2047 looks towards the future with confidence, responsibility and national commitment.
