The AIRSC National Railway Safety and Public Awareness Project 2026–2047 is a long-term strategic initiative proposed by the All India Rail Safety Council (AIRSC) to promote safer railway and metro travel through public education, professional capacity building, research, technological awareness and responsible community participation. Aligned with the broader aspirations of Viksit Bharat 2047, the project seeks to contribute to a future-ready railway safety culture in which governments, railway and metro organisations, educational institutions, safety professionals, passengers and communities work together to prevent avoidable accidents and protect every life.

The project recognises that railway safety is not limited to infrastructure, technology or operational systems alone. It also depends upon alert passengers, trained personnel, informed communities, disciplined public behaviour and the early development of safety values among children and young people. AIRSC therefore proposes an integrated approach combining technical knowledge with public awareness, education, training, research and community engagement. The central purpose is to transform safety from a set of instructions into a shared national responsibility and an everyday way of life.

A major component of the project will be the promotion of awareness concerning railway tracks, level crossings, stations, platforms, foot overbridges, escalators, metro systems, electrical installations and other railway environments. Campaigns will encourage passengers and citizens to avoid track trespassing, unsafe shortcuts, rooftop travel, dangerous photography, obstruction of train doors, careless mobile-phone use and violations of level-crossing rules. Special emphasis will be placed on orderly boarding and alighting, responsible use of railway property, cleanliness, emergency reporting and respectful assistance to children, senior citizens and persons with disabilities.

Through RailVidya—National Children’s Integrated Safety Education Programme, AIRSC aims to introduce age-appropriate railway, metro and general safety education among schoolchildren and students. Educational activities may include school-awareness sessions, safety clubs, digital learning resources, posters, competitions, demonstrations, teacher-support materials and Young Rail Safety Ambassador programmes. The guiding principle is that every child educated in safety can carry an important message to the family and community, creating a wider circle of prevention and responsible citizenship.

The project also proposes professional training and capacity-building programmes in railway safety management, disaster preparedness, first aid, fire safety, emergency response, passenger management, risk communication and safety leadership. Seminars, workshops, conferences, certificate programmes, internships and fellowships may be organised for students, educators, volunteers, professionals and other stakeholders. These initiatives will support the development of practical competence, institutional preparedness and a stronger culture of prevention.

Research and innovation will form another important pillar of the project. AIRSC proposes to encourage studies, knowledge forums and awareness initiatives relating to train-protection systems, modern signalling, track monitoring, artificial intelligence, data-based risk assessment, fire-detection systems, crowd management and climate-resilient railway infrastructure. The project will promote public understanding of safety technologies while recognising that technology delivers its greatest value when supported by sound maintenance, trained personnel, disciplined operations and responsible human behaviour.

Community participation will be strengthened through local awareness campaigns, railway-side community programmes, level-crossing education, passenger outreach and partnerships with schools, colleges, professional bodies, civil-society organisations and safety experts. Communities located near railway corridors will be encouraged to identify local risks, report unsafe conditions through authorised channels and discourage dangerous practices. The project will especially promote the message that railway safety begins before a journey and continues until every passenger reaches the destination safely.

The project further supports the vision of safe, accessible, inclusive and environmentally responsible railway development. Proposed activities may address station cleanliness, safe waste management, water and sanitation awareness, energy responsibility, green mobility, accessibility and respectful travel behaviour. By connecting safety with sustainability and social responsibility, AIRSC seeks to encourage railway environments that are not only technologically advanced but also humane, inclusive and prepared for future challenges.

Progress under the project may be supported through educational impact assessments, safety-awareness surveys, training records, community feedback, research publications and recognition of exemplary contributions. The proposed National Rail Safety Excellence Awards and related recognition initiatives may honour individuals, institutions, educators, volunteers and organisations demonstrating meaningful leadership in accident prevention, public education and safety innovation.

From 2026 to 2047, the AIRSC National Railway Safety and Public Awareness Project envisions a sustained national movement built on knowledge, vigilance, discipline, innovation and public cooperation. Its ultimate objective is to help reduce preventable risks, strengthen safety awareness across generations and contribute to railway and metro systems in which every journey is safer, more responsible and more inclusive.

The All India Rail Safety Council, as an independent non-profit platform for rail-safety education, awareness, training and research, invites educational institutions, technical experts, safety professionals, community organisations, responsible citizens and relevant stakeholders to participate in this long-term mission. Through collective commitment and constructive collaboration, India can advance towards a future where safety is respected as a fundamental public value and the protection of every life remains the highest priority.
