Consequential Train Accidents Decline as Safety Investments and Modernisation Increase
Indian Railways has reported a substantial long-term decline in consequential train accidents, reflecting the combined impact of increased safety investment, infrastructure renewal, technological modernisation, improved maintenance and stronger operational controls. According to information presented by the Ministry of Railways, the number of consequential train accidents declined from 135 in 2014–15 to 16 in 2025–26, representing an 88 per cent reduction. Consequential train accidents generally refer to serious operational occurrences, including certain collisions, derailments, level-crossing accidents and fires, that meet the prescribed railway-reporting criteria. A decline in these incidents is therefore an important indicator of improved operational safety. However, every accident remains a matter of serious concern because it can affect passengers, railway employees, communities and public confidence. Progress must consequently encourage greater vigilance—not complacency.
The reported improvement has taken place alongside a considerable increase in expenditure on safety-related activities. The Ministry stated that safety expenditure and budgetary provision increased from approximately ?39,200 crore in 2013–14 to ?1,20,389 crore in 2026–27. This investment supports a broad range of measures, including track renewal, bridge rehabilitation, signalling modernisation, elimination of hazardous crossings, rolling-stock improvement, fire-safety arrangements, employee training and the deployment of advanced train-protection technology.
Modern signalling is central to this transformation. Electrical and Electronic Interlocking systems coordinate points and signals to prevent conflicting train movements, while complete track circuiting helps verify whether a section of track is occupied. As of 30 June 2026, the Ministry reported that 6,671 stations had been provided with Electronic Interlocking and complete track circuiting, while 10,395 level-crossing gates had been interlocked. These systems provide important technological safeguards against operational and human errors.
The progressive deployment of Kavach 4.0, India’s indigenous Automatic Train Protection system, is another major element of railway modernisation. Kavach assists loco pilots in maintaining prescribed speeds and can automatically apply brakes under specified conditions when an appropriate response is not made. Its integration with Electronic Interlocking, optical-fibre communication and trackside equipment is intended to create a stronger, technology-supported framework for preventing collisions and other unsafe train movements.
Track renewal and scientific asset monitoring have also contributed to safer operations. Ultrasonic testing helps identify internal rail and weld defects, while track-recording systems monitor geometry and ride behaviour. The increased use of longer rail panels, high-quality rails, mechanised maintenance and improved welding technology can reduce vulnerable joints and strengthen track reliability. The Ministry reported a 93 per cent reduction in weld failures and a 92 per cent reduction in rail fractures between 2013–14 and 2025–26.
Rolling-stock modernisation provides an additional layer of protection. The progressive replacement of conventional coaches with Linke Hofmann Busch coaches, together with preventive maintenance, fire-and-smoke detection systems and improved inspection practices, is helping strengthen passenger safety. Modern coaches are designed with improved structural and operational features, but their safety performance continues to depend on correct maintenance, timely examination and disciplined operation.
Infrastructure interventions have further reduced exposure to known risks. Road overbridges, road underbridges and authorised crossing facilities separate road users and pedestrians from active railway tracks. Indian Railways has also eliminated all unmanned level crossings on broad-gauge routes, while inspections and rehabilitation programmes continue to address the safety of bridges, tracks and other critical assets.
Human competence remains as important as infrastructure and technology. Loco pilots, station masters, controllers, signalling personnel, engineers, track maintainers, technicians and emergency responders must receive regular training and comply strictly with approved procedures. Fatigue management, clear communication, competency assessment, accountable supervision and prompt reporting of unsafe conditions are essential for sustaining the downward trend in accidents.
Every serious accident, equipment failure and near-miss occurrence should be investigated carefully to determine its immediate, contributing and systemic causes. Recommendations arising from statutory and departmental inquiries must be implemented within defined timelines and monitored for effectiveness. Lessons learned should be communicated across divisions and departments so that similar incidents are not repeated elsewhere.
The All India Rail Safety Council (AIRSC) recognises the reduction in consequential train accidents as an encouraging development in India’s railway-safety journey. At the same time, the Council emphasises that statistics alone cannot represent the complete meaning of safety. Every casualty is a human tragedy, and every preventable accident demonstrates the need for further improvement.
India’s railway-safety mission must therefore continue to bring together sustained investment, indigenous technology, modern infrastructure, preventive maintenance, professional training and responsible passenger behaviour. The ultimate objective must be the development of a railway system in which every identified risk is addressed, every lesson is acted upon and every journey is protected through a culture of continuous vigilance.
