RAIL SAFETY STUDENTS’ FORUM

The Rail Safety Students’ Forum (RSSF) is a specialised student safety-awareness and youth-engagement initiative of the All India Rail Safety Council (AIRSC). The Forum has been established to educate, encourage and empower school students to understand the importance of safe and responsible behaviour around railway stations, trains, tracks, level crossings, metro systems and other public-transport environments.

The Forum believes that students can play an important role in building a stronger culture of railway safety. When children and young people receive accurate knowledge, age-appropriate guidance and positive opportunities to participate, they can become responsible safety ambassadors within their families, schools and communities. RSSF therefore provides a structured platform for students to learn essential railway-safety principles, develop leadership qualities, participate in supervised awareness activities and encourage others to adopt safe behaviour.

The vision of RSSF is to develop a knowledgeable, safety-conscious and socially responsible generation that understands railway risks, respects public-transport systems and actively supports the prevention of avoidable accidents. Its mission is to promote railway and metro safety education, prevent trespassing and unsafe track crossing, discourage risky photography and mobile-phone use near railway areas, strengthen emergency awareness and develop responsible student leadership.

The Forum’s specialised programmes are intended primarily for students between 6 and 18 years of age. Activities are designed according to students’ age, educational level and safeguarding requirements. Participation by minors must be supported by appropriate parental or legal-guardian consent and, wherever necessary, coordinated through schools, recognised educational institutions or authorised adult supervisors.

Through workshops, school assemblies, webinars, quizzes, essay and drawing competitions, storytelling, role-play, short films, educational visits and student-led campaigns, RSSF teaches young people how to behave safely at railway stations, level crossings and metro systems. Students learn about platform safety, responsible boarding, electrical hazards, emergency communication, environmental responsibility, inclusive travel and the serious dangers associated with trespassing, unsafe selfies and careless mobile-phone use near railway environments.

A central message of the Forum is that railway tracks, bridges, tunnels, yards, depots and electrical installations are not places for walking, playing, filming or taking photographs. Students are instructed never to cross tracks at unauthorised locations, board or leave a moving train, climb railway equipment, touch electrical installations or enter restricted railway areas. In an emergency, students must move to a safe place and immediately seek assistance from a responsible adult or authorised official rather than attempting an unsafe intervention.

Schools and educational institutions may establish Rail Safety Clubs and nominate eligible students as Rail Safety Student Ambassadors. These students may share verified safety messages, participate in supervised awareness campaigns, assist with educational activities and encourage responsible conduct among their peers. Such positions are strictly educational and voluntary and do not authorise students to enforce railway rules, direct passengers, perform operational duties or enter restricted railway premises.

Eligible participants may also be invited to undertake the AIRSC Student Safety Pathways Programme, which introduces students to railway-safety fundamentals, responsible volunteering, communication, teamwork, digital conduct, child safeguarding and community awareness. Following orientation, students may participate in suitable, age-appropriate and non-operational activities according to their interests and programme availability.

Parents, guardians, teachers and schools are essential partners in the Forum’s mission. They are encouraged to model safe behaviour, supervise students, discourage unsafe railway practices, protect personal information and report any safety or safeguarding concern. All student activities must be conducted under appropriate adult supervision, with necessary permissions and safety arrangements.

The safety, dignity, privacy and well-being of every participating child remain fundamental to RSSF. Participation must be voluntary, inclusive and age-appropriate. Parental consent must be obtained where required, and separate permission should be secured before using a student’s photograph, video, personal story or creative work. Personal information will be used only for legitimate programme administration, communication and safeguarding purposes and should be managed in accordance with applicable Indian data-protection and child-protection requirements.

RSSF welcomes students interested in science, engineering, technology, art, communication, environmental protection, public service and community leadership. Through responsible participation, students can contribute ideas, develop creative safety messages, support supervised school campaigns and inspire their families and communities to respect railway-safety rules.

Participation in the Rail Safety Students’ Forum is educational and voluntary. It does not constitute employment, railway recruitment, professional appointment, membership of Indian Railways or entitlement to enter railway premises. Any certificate issued by the Forum represents participation or achievement in the relevant educational activity and must not be presented as a government qualification, recruitment credential or professional licence.

Through the Rail Safety Students’ Forum, the All India Rail Safety Council seeks to build a national student movement founded upon knowledge, discipline, responsibility and respect for human life. By educating students today, the Forum aspires to develop responsible passengers, community safety advocates and future professionals who will contribute to safer, smarter and more sustainable transportation systems.

The Rail Safety Students’ Forum is an educational and awareness initiative of the All India Rail Safety Council. Unless specifically authorised through a written institutional arrangement, RSSF and AIRSC should not be represented as departments, agencies or official units of Indian Railways, the Ministry of Railways, the Government of India, any State Government, metro-rail corporation or railway undertaking.

Students, volunteers and coordinators must not enter railway tracks, yards, depots, cabins, workshops, tunnels, bridges or other restricted locations without lawful permission and approved supervision. All activities must comply with applicable laws, railway rules, child-safeguarding standards and instructions issued by the relevant authorities.
