The National Railway Safety and Accident Prevention Project is a comprehensive and forward-looking initiative proposed by the All India Rail Safety Council (AIRSC) to promote railway and metro safety awareness, strengthen preventive thinking, encourage responsible passenger behaviour and support the development of safety-conscious communities across India. The Project is founded on the principle that preventing an accident is always more effective than responding to its consequences and that every reasonable effort must be made to identify risks before they result in injury or loss of life.

Indian Railways is one of the nation’s greatest public-service institutions and a powerful symbol of unity, connectivity and inclusive development. Every day, the railway network connects villages with cities, students with education, workers with employment, farmers with markets, patients with healthcare and families with one another. It supports economic growth, social mobility, tourism, trade and national integration while carrying people from diverse backgrounds on one shared journey.

As India advances towards Viksit Bharat 2047, the country’s railway and metro systems are undergoing significant modernisation. Faster trains, redeveloped stations, improved signalling, digital passenger services, modern track systems, intelligent monitoring and sustainable mobility solutions are transforming the travelling experience. These developments must be accompanied by an equally strong commitment to risk prevention, professional competence, passenger awareness and emergency preparedness.

The National Railway Safety and Accident Prevention Project seeks to support this transformation by placing the protection of human life at the centre of railway progress. It recognises that modern technology and infrastructure can create safer conditions, but their effectiveness depends upon disciplined operations, responsible use, timely maintenance, informed passengers and coordinated public participation.

The Project is envisioned as a structured platform for safety education, public awareness, training, research, community outreach, technology-focused learning and knowledge sharing. Its purpose is to contribute to the reduction of preventable railway-related accidents, injuries and unsafe behaviour through well-planned educational and preventive initiatives.

The Project promotes a proactive approach to safety. Railway-safety action should not begin only after an accident has occurred. Potential hazards must be recognised early, reported through appropriate channels, evaluated by authorised professionals and addressed before they develop into emergencies. Prevention therefore requires continuous observation, learning, communication and improvement.

The vision of the Project is to contribute to a railway ecosystem in which every passenger can travel with confidence, every professional performs with a strong safety commitment and every community understands its role in protecting life. It seeks to help establish safety as a national value, a professional responsibility and an everyday public practice.

The Project’s mission is to promote informed and responsible behaviour through education, awareness, training, research and community engagement. It will encourage passengers and members of the public to recognise railway hazards, follow authorised instructions, report unsafe conditions and avoid actions that place themselves or others at risk.

The Project is guided by the belief that every accident prevented represents a life protected, a family spared from suffering and a community made safer. Accident prevention is therefore not merely a technical objective; it is a humanitarian responsibility and an essential part of national development.

Risk identification will form the first foundation of the Project. Hazards may arise from infrastructure, equipment, environmental conditions, human behaviour, crowd movement, misinformation or failure to follow established safety procedures. Recognising these risks at an early stage allows appropriate authorities and trained professionals to take preventive action.

Passengers and members of the public will be encouraged to report damaged barriers, malfunctioning warning systems, fire or electrical hazards, unsafe crowding, track trespassing, suspicious activity and other visible dangers to authorised railway, metro or security personnel. Citizens must not attempt to touch, move, repair or inspect operational railway equipment themselves.

Track trespassing will be one of the Project’s principal public-awareness priorities. Railway tracks are active operational zones and must never be used as walking paths, shortcuts, playgrounds, gathering places or locations for photography. A track that appears clear may still be dangerous because trains can approach quickly from either direction, operate on adjoining lines or arrive with limited warning.

Pedestrians must use only authorised foot overbridges, subways and designated crossings. Crossing railway tracks directly to save time can have irreversible consequences. The Project will remind every citizen that convenience can never be placed above safety.

Railway Tracks Are for Trains—Never for Walking, Playing or Photography

Level-crossing safety will receive special attention. Motorists, pedestrians and cyclists must stop behind closed barriers, obey warning lights and bells and follow the instructions of authorised railway personnel. No person should pass beneath, around or through a closed gate, even when a train is not immediately visible.

Drivers must approach level crossings at a safe speed, remain in the correct lane and enter only when sufficient space is available to clear the tracks completely. Overtaking waiting vehicles, blocking a crossing or pressuring pedestrians to move into unsafe positions can place many lives in danger.

Adults must remember that children observe and often imitate their behaviour. Bypassing a closed barrier may teach a child that railway-safety rules can be ignored. Responsible adults must therefore set the right example by demonstrating patience, discipline and respect for warning systems.

The Project will reinforce the essential level-crossing message:

Station and platform safety will form another major area of action. Passengers should remain behind designated safety lines, avoid standing close to platform edges and move between platforms only through authorised foot overbridges, subways, lifts and designated pathways. Railway tracks must never be crossed directly.

Running, pushing, overcrowding and blocking entrances, exits, escalators, stairways or lifts can cause falls and injuries. Passengers should maintain orderly movement, listen to announcements and follow directions issued by authorised station personnel.

Safe boarding and alighting practices will be strongly promoted. Passengers must wait until the train has stopped completely and the doors have opened before approaching. People waiting to board should stand to the side and allow passengers to exit first. Boarding or alighting from a moving train must never be attempted.

Inside trains, passengers should keep doors, aisles and emergency facilities unobstructed. They must not lean out of doors or windows, travel on footboards, interfere with safety equipment or enter restricted areas. Responsible passenger conduct protects not only the individual but everyone sharing the journey.

Mobile-phone distraction is an increasing safety concern. Looking at a screen, wearing noise-blocking earphones or recording videos can reduce awareness of approaching trains, warning sounds, station announcements and crowd movement. The Project will encourage passengers to put mobile phones away whenever their full attention is required.

Dangerous selfies, photographs and videos near railway tracks, moving trains, bridges, overhead electrical equipment or restricted railway areas must be firmly discouraged. No photograph, video or social-media post is worth risking a human life.

Overhead electrical equipment and railway power systems present serious risks. Passengers and members of the public must never touch cables, poles, electrical installations or objects hanging near overhead wires. Climbing onto railway coaches, bridges, signal structures or other restricted equipment can result in severe electrical injury even without direct contact.

Smoke, sparks, unusual heat, exposed wiring or damaged electrical equipment should be reported immediately to authorised personnel. Individuals should remain at a safe distance and must never attempt repairs or rescue actions involving electricity unless they are trained, equipped and authorised.

Fire prevention and emergency awareness will also be promoted. Passengers should report smoke, burning odours, sparks or unattended hazardous materials without delay. Emergency exits, firefighting equipment and access routes must remain clear at all times. Fire extinguishers should be used only by trained persons and only when personal safety and evacuation are not compromised.

Children and young people will occupy an important place within the Project. Safety education introduced during childhood can create habits that continue throughout life. A child who understands railway risks can protect themselves, remind family members and influence the wider community through responsible example.

Through RailVidya, the children’s safety education initiative of the All India Rail Safety Council, the Project may provide age-appropriate learning on railway and metro safety, level crossings, platform discipline, responsible travel, mobile-phone risks, electrical awareness and emergency preparedness.

Students may participate in classroom lessons, quizzes, poster competitions, exhibitions, safety assemblies and practical awareness activities. They will be encouraged to become Young Rail Safety Ambassadors who learn correct safety messages, practise them responsibly and share them with their families.

The proposed initiative “One Child • One Family • One Rail Safety Message” will demonstrate how safety education can travel from the classroom into the home. One timely reminder from a child may encourage a family member to use an authorised crossing, remain behind a platform line or avoid mobile-phone distraction.

Parents, teachers and other adults must set a responsible example. Children are more likely to follow safety rules when they observe adults behaving with patience and discipline. Safety education must therefore be supported by consistent behaviour within families, schools and communities.

Public participation will be a central pillar of the Project. Railway safety cannot be achieved through technology, enforcement or infrastructure alone. Passengers, educational institutions, communities, motorists, volunteers and professional organisations must work together to discourage unsafe conduct and promote responsible behaviour.

Community-awareness programmes may be conducted near railway stations, level crossings, schools, colleges, villages, markets and residential areas situated close to railway corridors. These activities can address local risks and communicate practical safety messages in accessible languages.

The Project may encourage the formation of Rail Safety Community Awareness Groups and volunteer networks. Their role will be limited to education, awareness and responsible reporting. Volunteers must never interfere with railway operations, security functions, rescue work, technical systems or statutory responsibilities assigned to authorised professionals.

The Project will promote the national message:

Technology and innovation can make an important contribution to accident prevention. The Project will encourage knowledge and research relating to artificial intelligence, predictive analytics, smart surveillance, sensor-based monitoring, digital warning systems, data-supported decision-making and simulation-based training.

Predictive technologies can help identify patterns and potential equipment-related risks. Digital monitoring can improve situational awareness, while communication systems can deliver timely warnings and verified instructions. Technology must, however, support rather than replace professional judgment, disciplined maintenance and human responsibility.

Universities, engineering institutions, research organisations, students, professionals and start-ups may be encouraged to study safety challenges and develop practical solutions. Research forums, technical seminars, innovation competitions and knowledge publications can connect new ideas with real-world railway-safety needs.

A proposed National Railway Safety Knowledge and Research Centre may support educational studies, safety-resource development, research collaboration and public communication. The Centre could provide accessible materials for students, professionals, institutions and communities without interfering with statutory accident investigations or railway operations.

Training and capacity building will be another important area. The Project may facilitate workshops, conferences, demonstrations and certificate programmes covering railway-safety awareness, accident prevention, passenger management, fire safety, basic first-aid awareness, disaster preparedness, crowd management and emergency communication.

Training must always clarify the limits of public involvement. Operational control, rescue, medical treatment, electrical isolation, firefighting and technical interventions must be undertaken by trained and authorised personnel. Members of the public should alert professionals, maintain a safe distance and provide assistance only when it is safe and within their competence.

Emergency preparedness helps reduce confusion and secondary risks. Passengers should know how to remain calm, follow announcements, identify authorised personnel and move towards designated safe areas. Emergency routes and access points must be kept clear for responders.

During an emergency, unverified information should not be circulated through social media or messaging platforms. Inaccurate messages can create panic, obstruct official action and place more people at risk. The Project will promote responsible digital communication and encourage citizens to rely on verified instructions.

The Project will also advance inclusive and compassionate railway safety. Children, senior citizens, pregnant passengers, persons with disabilities and travellers requiring assistance may face additional challenges at busy stations and inside trains. A safe railway system must respond respectfully to their needs.

Passengers should keep lifts, ramps, tactile pathways, accessible gates and reserved seating available for those who require them. Offering appropriate assistance, maintaining patience and respecting personal dignity are important elements of a mature safety culture.

Protecting railway property is directly connected with accident prevention. Tracks, signals, barriers, warning systems, station facilities, emergency equipment and passenger amenities are public assets designed to support safe and reliable transport. Vandalism, obstruction or misuse can endanger lives and interrupt essential services.

Citizens should respect railway personnel, security staff, emergency responders and other authorised professionals. Cooperation with their instructions during routine operations and emergencies contributes to orderly movement, effective response and passenger protection.

The National Railway Safety and Accident Prevention Project may be implemented through major programmes such as the Railway Accident-Prevention Awareness Campaign, National Anti-Trespassing Initiative, Safe Level Crossing–Safe Community Programme, Safe Station–Responsible Passenger Campaign, RailVidya School Safety Education Programme, Young Rail Safety Ambassador Programme, Railway Emergency Preparedness Initiative, Rail Safety Research and Innovation Forum, Digital Safety Knowledge Centre and Community Safety Outreach Network.

A proposed Rail Safety Fellowship and Internship Programme may provide students and young professionals with structured opportunities to participate in research, safety communication, educational projects and community engagement. Such programmes can help develop a new generation of responsible railway-safety leaders.

A National Railway Safety Excellence and Recognition Programme may honour individuals, professionals, educators, researchers, students, institutions and communities that demonstrate meaningful commitment to accident prevention and public awareness. Recognition can encourage wider participation and support the sharing of effective practices.

The Project may periodically document its educational reach, training participation, institutional partnerships, community activities and awareness outcomes. All impact reporting should be transparent, evidence-based and presented without unsupported claims concerning operational performance or accident reduction.

The Project is aligned with the aspirations of Viksit Bharat 2047. It supports Digital India through technology-enabled awareness, Make in India through indigenous safety innovation, Skill India through professional development, Atmanirbhar Bharat through knowledge and technical capability, and Net Zero 2070 through safer and more sustainable public mobility.

The All India Rail Safety Council believes that a truly modern railway system must be measured not only by its speed, scale or technological sophistication but also by its ability to protect passengers, personnel and surrounding communities. Every development must ultimately serve people, and every safety improvement must uphold the dignity and value of human life.

Through the National Railway Safety and Accident Prevention Project, AIRSC seeks to provide a constructive platform for awareness, education, research, training and responsible public participation. The Project is intended to complement the work of authorised railway, metro, security, disaster-management and emergency-response institutions without assuming their statutory, investigative or operational responsibilities.

AIRSC invites educational institutions, safety professionals, researchers, industries, community organisations, volunteers and responsible citizens to support the Project within their appropriate roles and capabilities. Collective responsibility, reliable knowledge and disciplined behaviour can help prevent avoidable harm and strengthen public confidence in railway travel.

The National Railway Safety and Accident Prevention Project is more than an awareness campaign. It is a long-term commitment to identifying hazards, strengthening prevention, improving preparedness and encouraging every citizen to value safety above convenience.
