My vision for the All India Rail Safety Council (AIRSC) is to contribute toward building a strong and sustainable culture of railway and metro safety in which education, professional competence, technology, prevention, preparedness and responsible public participation work together for the protection of human life.
India's railway and metro systems are undergoing significant transformation. Modern infrastructure, advanced signalling, digital technologies, improved rolling stock, automation and expanding urban mobility are creating new possibilities for safer and more efficient transportation.
However, technology alone cannot create a complete safety culture.
Behind every technology is a human decision. Behind every safe journey are trained professionals, responsible passengers, effective procedures, vigilant maintenance, informed communities and institutions committed to continuous improvement.
My vision therefore begins with people.
Safety Through Education
I believe that safety education must begin early and continue throughout life.
Children should learn safe behaviour before unsafe habits develop. Students should understand their responsibilities as passengers and citizens. Professionals should continuously strengthen their knowledge and competence. Communities should understand railway risks and respect safety infrastructure.
Education transforms safety from an instruction into understanding.
Understanding transforms behaviour.
Responsible behaviour helps protect lives.
This principle forms the foundation of our educational mission.
Children at the Heart of the Future
Through RailVidya, my vision is to create a generation of children who understand safety, practise safety and carry safety messages into their homes and communities.
Every child educated today has the potential to become a guardian of safety tomorrow.
RailVidya therefore seeks to move beyond conventional instruction and develop alertness, discipline, confidence, responsibility, compassion and respect for human life.
Our aspiration is:

When children carry responsible safety behaviour from classrooms into families, the influence of education can extend far beyond the school.
Developing Safety Professionals
Through the AIRSC Academy of Safety & Disaster Management, my vision is to encourage professionals who combine knowledge with competence and competence with responsibility.
Tomorrow's safety leaders must understand risk, technology, emergency preparedness, communication, human behaviour and ethical responsibility.
They must be capable not only of responding to unsafe conditions but also of anticipating and preventing them.
The objective should therefore be:

Prevention Before Accident
My fundamental safety philosophy is that prevention must always receive priority.
Every accident prevented represents suffering avoided, families protected, resources preserved and lives potentially saved.
Safety management should therefore continuously ask:
Where is the risk?
Why does it exist?
Who may be affected?
How can it be controlled?
How can recurrence be prevented?
This preventive mindset should become part of professional practice as well as public behaviour.
Technology with Human Responsibility
The railway of the future will increasingly depend upon advanced technology.
Automatic protection systems, intelligent monitoring, digital signalling, sensors, data analytics, artificial intelligence and modern inspection technologies can strengthen the ability to detect and manage risk.
But technology must always be supported by trained people, effective procedures, responsible implementation and continuous learning.
My vision therefore is not technology instead of people, but:

Research for Practical Safety Improvement
AIRSC should increasingly encourage research capable of producing practical benefits.
Research should identify emerging risks, study human behaviour, evaluate awareness programmes, examine new technologies and convert knowledge into useful recommendations and educational resources.
The future direction should follow:
Research ? Evidence ? Knowledge ? Education ? Implementation ? Evaluation ? Improvement
Research becomes meaningful when knowledge ultimately contributes to safer decisions and safer environments.
Responsible Passengers and Communities
Safety is also influenced by public behaviour.
Passengers should respect legitimate instructions, warning systems, safety barriers and restricted areas. Boarding and alighting should be orderly. Children, senior citizens and persons requiring assistance should receive appropriate care and consideration.
Communities located around railway environments should understand the dangers of trespassing, unsafe crossings and misuse of railway property.

Partnership for Safety
No single organization can build a national safety culture alone.
Government authorities, railway and metro organizations, educational institutions, universities, safety professionals, researchers, industry, teachers, parents, students, passengers and communities each have distinct responsibilities and capabilities.
My vision is therefore based upon cooperation, knowledge sharing and responsible participation, while respecting the statutory and operational roles of the appropriate authorities.
Vision 2047
As India advances toward Viksit Bharat 2047, transportation safety should remain an important component of national development.
A developed nation requires transport systems that are not merely faster and larger, but also safer, smarter, accessible, resilient, sustainable and people-centred.
My vision for the coming years is therefore to contribute toward:

When safety becomes part of everyday thinking, people no longer follow precautions only because they are instructed to do so. They follow them because they understand their value.
That is the safety culture we must build.
My Continuing Commitment
My continuing commitment through the All India Rail Safety Council is to promote education, awareness, professional development, research, prevention, preparedness and responsible participation in support of safer railway and metro environments.
I especially believe in investing in the younger generation. The children we educate today will become tomorrow's passengers, professionals, engineers, teachers, administrators, parents and national leaders.
If we teach them to respect safety today, we help build a safer India tomorrow.
Our journey must therefore continue with determination, integrity and responsibility.
