The Railway and Metro Rail Safety Excellence Mission is a visionary initiative of the All India Rail Safety Council (AIRSC) dedicated to promoting the highest standards of safety, reliability, resilience and professional excellence across railway, metro rail and urban rapid-transit systems. India is witnessing an extraordinary transformation in passenger mobility through railway modernisation, metro expansion, high-speed rail development, station redevelopment, freight-corridor growth, advanced signalling, electrification, digital technologies and intelligent infrastructure. This transformation creates significant opportunities while also requiring stronger safety governance, skilled professionals, resilient assets, responsible passenger behaviour and technology-supported risk management. The Mission seeks to address these priorities through research, education, awareness, capacity building, professional dialogue and multi-stakeholder cooperation.

Our Vision

The vision of the Railway and Metro Rail Safety Excellence Mission is to contribute to the creation of safe, smart, resilient, inclusive and globally respected railway and metro systems in which the protection of human life remains the highest priority. It aspires to build an ecosystem where safety is embedded in policy, planning, design, construction, commissioning, operation, maintenance, modernisation and passenger service.

The Mission envisions railway and metro organisations that anticipate risks, learn from experience, adopt appropriate technologies, strengthen workforce competence and continuously improve their safety performance. It seeks to establish safety excellence not merely as a compliance requirement but as a deeply rooted professional value and organisational responsibility.

The Mission aims to bring railway and metro safety stakeholders together under a structured platform for knowledge exchange, professional development, research, innovation and public engagement. Its purpose is to encourage the adoption of systematic and evidence-based approaches to accident prevention, infrastructure protection, operational risk management, emergency preparedness and passenger safety.

It also seeks to bridge the gap between technical knowledge and field-level implementation. By connecting experienced professionals, engineers, researchers, academic institutions, technology providers, industry representatives, students and communities, the Mission supports the translation of safety ideas into practical and measurable improvements.

Safety Excellence Across the System Life Cycle

Railway and metro safety begins long before a train enters service. It must be integrated into route planning, engineering design, procurement, construction, systems integration, testing, commissioning, operation, maintenance, renewal and eventual decommissioning. The Mission therefore promotes a whole-life approach to safety management.

This approach encourages systematic hazard identification, risk assessment, design assurance, independent review, quality control, configuration management and performance monitoring at every stage. It also promotes clear responsibilities, documented decision-making and effective coordination among infrastructure managers, operators, contractors, consultants, manufacturers and other stakeholders.

Metro Rail and Urban-Transit Safety

Metro rail systems operate in complex urban environments characterised by high passenger volumes, frequent train services, integrated electrical and signalling systems, underground structures and interchange stations. The Mission promotes a specialised approach to metro safety that addresses these operating conditions.

Focus areas include platform and train-interface safety, platform-screen doors, escalators and lifts, automatic train operation, passenger evacuation, tunnel safety, ventilation, fire and life safety, depot operations, crowd management and multimodal interchange risks. The Mission also recognises the importance of accessibility, inclusive station design and safe travel for children, senior citizens and persons with disabilities.

Infrastructure and Track Safety

Reliable infrastructure is fundamental to safe railway and metro services. The Mission encourages systematic inspection, condition monitoring, preventive maintenance and timely renewal of tracks, bridges, tunnels, viaducts, embankments, drainage systems, stations, depots and related civil assets.

Climate-related risks such as flooding, extreme heat, landslides, erosion, waterlogging and high winds must be incorporated into infrastructure planning and maintenance. The Mission supports the development of resilient engineering practices capable of protecting railway assets and maintaining safe operations under changing environmental conditions.

Rolling-Stock Safety

Rolling stock must be designed, manufactured, tested, operated and maintained to achieve high standards of reliability and passenger protection. The Mission encourages attention to braking systems, wheels and axles, doors, couplers, suspension, propulsion, onboard electrical equipment, fire detection, emergency communication and passenger-information systems.

Condition-based monitoring and predictive-maintenance technologies can support the early identification of defects. However, technological outputs must be interpreted by competent professionals and integrated with established inspection, testing and maintenance procedures.

Signalling, Train Protection and Communication

Modern signalling and train-protection technologies play a vital role in preventing unsafe train movements and reducing human-error exposure. The Mission encourages professional knowledge development relating to interlocking systems, automatic signalling, train-detection systems, centralised traffic control and authorised train-protection technologies.

For metro systems, relevant areas include Communication-Based Train Control, Automatic Train Protection, Automatic Train Operation and Automatic Train Supervision. Safe system integration, cybersecurity, testing, validation, configuration control and fail-safe design are essential throughout the technology life cycle.

Electrical and Fire Safety

Railway and metro systems include high-voltage traction equipment, substations, electrical distribution networks, onboard systems and station facilities. The Mission promotes electrical-risk awareness, isolation procedures, lockout and tagout practices, safe maintenance and regular inspection of critical installations.

Fire and life safety require equal attention, particularly in stations, tunnels, depots and enclosed passenger environments. The Mission encourages effective fire detection, suppression systems, smoke management, evacuation planning, emergency lighting, protected escape routes and regular emergency exercises.

Human Factors and Organisational Safety Culture

Technology alone cannot ensure safety. Human performance is shaped by workload, fatigue, communication, leadership, workplace design, organisational culture, training and the quality of operational procedures. The Mission promotes greater understanding of these human and organisational factors.

The Mission supports a fair and learning-oriented approach that distinguishes genuine human error from reckless or intentional misconduct while maintaining appropriate accountability.

Passenger Safety and Inclusive Mobility

Passenger safety extends from entry into a station until completion of the journey. The Mission promotes safe station access, responsible platform behaviour, orderly boarding and alighting, effective announcements, visible signage and appropriate assistance for passengers requiring additional support.

Inclusive mobility is treated as an essential dimension of safety excellence. Stations, trains and passenger services should consider the needs of persons with disabilities, senior citizens, women, children, tourists and passengers unfamiliar with the system. Safety information should be clear, accessible and, wherever practical, available in relevant languages and formats.

Crowd Management and Major-Event Preparedness

Large passenger volumes during festivals, holidays, public events and service disruptions can create significant risks. The Mission encourages evidence-based crowd-flow planning, controlled access, real-time monitoring, clear passenger communication and coordinated emergency arrangements.

Temporary barriers, queuing systems and movement controls should be designed and supervised by competent personnel. Particular care is required at narrow platforms, stairways, foot overbridges, escalators and interchange stations. Crowd-management plans should be reviewed through drills and post-event learning.

Level-Crossing and Trespass Prevention

Unsafe crossing and unauthorised access to railway tracks remain serious public-safety concerns. The Mission supports sustained awareness, community participation, risk-based engineering measures and responsible enforcement to reduce these incidents.

People must be encouraged to use authorised crossings, foot overbridges and subways. Railway tracks should never be used as walking routes, shortcuts or locations for photography. Schools, local bodies, transport organisations and railway-side communities can play an important role in reinforcing these messages.

Occupational Health and Workforce Safety

Railway and metro personnel often work in demanding operational, construction and maintenance environments. The Mission promotes safe systems of work, task-specific risk assessments, personal protective equipment, contractor safety, ergonomic practices and occupational-health monitoring.

Regular drills, scenario-based exercises, command-post simulations and post-exercise reviews can strengthen preparedness. Plans should address passenger evacuation, medical assistance, accessibility needs, incident-site safety, service restoration, public communication and support for affected persons.

Safety and security are interconnected in modern transport environments. The Mission encourages coordination between operational safety, passenger security, asset protection, surveillance, access control, emergency response and crisis management.

Security measures should support safe operations without creating unnecessary barriers to passenger movement or accessibility. Suspicious activity and unattended objects should be reported only through officially notified channels, and members of the public should avoid interfering with authorised security operations.

Cybersecurity and Digital Resilience

Digital railway and metro systems rely on interconnected signalling, communication, passenger-information, ticketing, asset-management and operational-control technologies. Cybersecurity is therefore an important component of system safety and continuity.

The Mission promotes secure system design, controlled access, network monitoring, vulnerability management, incident response, data protection and workforce awareness. Cybersecurity controls should be incorporated throughout the technology life cycle and aligned with applicable legal, technical and institutional requirements.

Artificial Intelligence and Emerging Technologies
