Mission Zero Rail Accidents

Towards Preventive Safety and Zero Avoidable Loss of Life

Mission Zero Rail Accidents is a long-term safety-awareness, research and capacity-building initiative proposed by the All India Rail Safety Council (AIRSC) to support the national aspiration of preventing avoidable railway accidents and protecting every human life. The Mission promotes a prevention-first approach in which risks are identified early, unsafe practices are corrected promptly and safety becomes a shared responsibility among institutions, professionals, passengers and communities.

The concept of “zero accidents” represents an uncompromising commitment to continuous safety improvement. It recognises that railway safety depends upon the combined strength of reliable infrastructure, advanced technology, effective maintenance, professional competence, operational discipline, emergency preparedness and responsible public behaviour. Rather than treating accidents as unavoidable events, the Mission encourages systematic learning, evidence-based prevention and timely intervention before risks result in injury, loss of life or damage to national resources.

A principal focus of the Mission will be the prevention of accidents associated with railway-track trespassing, unsafe level-crossing practices, platform congestion, careless boarding and alighting, dangerous photography, mobile-phone distraction, unauthorised entry into restricted areas and contact with overhead electrical installations. Public-awareness activities will encourage citizens to use authorised crossings, foot overbridges and subways; obey gates, signals and warning systems; remain behind platform safety lines; and report unsafe conditions through appropriate official channels.

Passenger safety will remain central to the initiative. Travellers will be encouraged to arrive with sufficient time, avoid rushing, follow station announcements, maintain orderly queues and allow passengers to exit before boarding. They must never attempt to board or leave a moving train, obstruct closing doors, travel on footboards or roofs, or enter restricted operational areas. These simple but essential behaviours can prevent falls, collisions, crowd-related incidents and other avoidable emergencies.

The Mission will promote awareness of modern accident-prevention technologies, including train-protection systems, electronic interlocking, advanced signalling, track-monitoring equipment, predictive maintenance, fire-detection systems, surveillance technologies and data-based risk assessment. Technology delivers its greatest safety value when supported by proper maintenance, trained personnel and strict operating procedures. The Mission will therefore connect technological awareness with human responsibility, competence and institutional preparedness.

Research and knowledge development will support the Mission’s prevention strategy. AIRSC proposes safety studies, expert consultations, technical seminars, case-study discussions and knowledge forums covering accident causation, near-miss reporting, human factors, infrastructure risks, passenger behaviour and emergency response. Lessons derived from incidents and good practices can help institutions and communities identify recurring hazards and develop more effective preventive measures.

Professional capacity building will be undertaken through workshops, certificate programmes, demonstrations and specialised training in railway safety management, fire prevention, first aid, disaster preparedness, risk communication, crowd management and safety leadership. These activities will help students, educators, volunteers, safety professionals and relevant stakeholders develop the knowledge, confidence and practical competence required to support safer railway environments.

Children and young people will be reached through RailVidya—National Children’s Integrated Safety Education Programme. School-awareness sessions, age-appropriate learning materials, safety clubs, competitions and Young Rail Safety Ambassador activities will teach students how to recognise railway and metro hazards, follow authorised instructions and seek assistance from trusted adults or responsible officials. Educating children can extend the Mission’s message to families and help establish lifelong habits of vigilance and discipline.

Communities located near railway tracks and level crossings will be important participants. Focused outreach programmes will address unsafe shortcuts, closed-gate violations, trespassing, risky behaviour near moving trains and the dangers of leaving children or animals unsupervised near railway corridors. Parents, teachers, community representatives and local organisations will be encouraged to promote safe routes and discourage behaviour that places individuals, passengers and railway operations at risk.

Emergency preparedness will form another important area of action. Passengers and communities should understand how to raise an alarm, contact authorised emergency services, follow evacuation instructions and assist vulnerable people without obstructing trained responders. The Mission will emphasise calm decision-making, verified communication and coordinated action during fires, derailments, crowd emergencies, severe weather and other critical situations.

The initiative will also advocate safe, accessible and inclusive railway environments. Special attention will be given to the needs of children, women, senior citizens and persons with disabilities. Clear pathways, functional safety facilities, accessible information, respectful assistance and disciplined passenger movement are essential to ensuring that railway safety protects everyone equally.

Progress under Mission Zero Rail Accidents may be evaluated through the reach of awareness campaigns, training outcomes, community participation, educational impact, safety-behaviour assessments, research contributions and stakeholder feedback. Recognition may also be given to individuals, institutions and communities demonstrating exceptional commitment to accident prevention, safety innovation and public education.

Through Mission Zero Rail Accidents, the All India Rail Safety Council seeks to inspire a sustained national movement founded upon prevention, vigilance, knowledge, technology and collective responsibility.
