The National Railway Safety Awareness Mission is a visionary public-safety initiative of the All India Rail Safety Council (AIRSC) dedicated to strengthening railway-safety awareness, responsible passenger behaviour and community participation across India. The Mission seeks to establish railway safety as a shared national responsibility by educating passengers, students, railway-side communities, workers, institutions and the wider public about the precautions and behavioural practices essential for preventing avoidable accidents and protecting human life.

India’s railway system is one of the nation’s most important lifelines, connecting cities, towns, villages, industrial centres, educational institutions and economic corridors. As railway and metro networks continue to expand and modernise, safety awareness must grow alongside infrastructure and technology. Advanced signalling, modern rolling stock, automated systems, surveillance technologies and improved station facilities can enhance safety; however, their effectiveness must be supported by public cooperation, disciplined conduct and respect for established safety procedures. The Mission therefore promotes the understanding that railway safety is not solely an operational or technical matter—it is a collective commitment involving every passenger, employee, contractor, student, road user and community member.

Our Vision

The vision of the National Railway Safety Awareness Mission is to help build a safety-conscious, informed and responsible railway society in which every individual understands railway risks, follows authorised safety procedures and actively contributes to preventing accidents. The Mission aspires to support the development of a railway culture where safety becomes an everyday value, responsible conduct becomes a public habit and the protection of life remains the highest priority.

Through sustained awareness, education, communication, research and stakeholder participation, the Mission envisions railway and metro journeys that are safer, more inclusive, more accessible and more resilient. It seeks to contribute to the broader national aspiration of creating safe, smart, sustainable and people-centred mobility systems for Viksit Bharat 2047.

Mission Purpose

The principal purpose of the Mission is to transform railway-safety knowledge into responsible public behaviour. It aims to simplify important safety information and communicate it through accessible, multilingual and community-friendly formats. Special emphasis is placed on preventing track trespassing, unsafe crossing practices, platform-related accidents, unauthorised travel, careless boarding or alighting, electrical accidents, unsafe photography and other risk-taking behaviour near railway and metro systems.

The Mission also promotes preparedness for emergencies by encouraging passengers to remain calm, follow authorised instructions, use emergency facilities responsibly and report hazards through appropriate channels. Through education and behavioural communication, it seeks to reduce preventable risks while strengthening public confidence in safe railway travel.

Passenger Safety and Responsible Travel

Passenger safety forms the heart of the National Railway Safety Awareness Mission. The initiative encourages passengers to arrive at stations in sufficient time, use authorised entrances and crossings, remain behind designated platform safety lines, supervise children and elderly travellers, protect personal belongings and follow public announcements and safety instructions.

Passengers are advised never to board or alight from a moving train, lean out of doors or windows, travel on footboards, cross railway tracks, enter restricted operational areas or interfere with railway equipment. The Mission also promotes considerate travel behaviour, including assistance for persons with disabilities, senior citizens, women, children and passengers requiring additional support.

Prevention of Track Trespassing

Track trespassing remains a serious and preventable safety risk. The Mission seeks to build widespread public understanding that railway tracks are operational transport corridors and must never be used as walking paths, shortcuts, gathering places or locations for photography and video creation. Trains may approach rapidly and quietly, and their stopping distance can be considerable.

Communities are therefore encouraged to use foot overbridges, subways, authorised level crossings and other designated routes. Parents, schools, local institutions and community leaders have an important role in discouraging unsafe practices and explaining railway risks to children and young people.

Level-Crossing and Road-User Safety

The Mission promotes disciplined and patient behaviour at railway level crossings. Road users, pedestrians and cyclists must respect warning signals, barriers, signage and instructions issued by authorised personnel. Attempting to cross after a warning has been activated or bypassing a closed barrier can result in catastrophic consequences.

Through focused awareness programmes, the Mission seeks to engage drivers, transport operators, rural communities, local administrations, educational institutions and road-safety organisations in creating a stronger culture of compliance at railway crossings.

Station and Platform Safety

Railway and metro stations are dynamic public environments involving moving trains, large passenger volumes, electrical installations and time-sensitive operations. The Mission encourages passengers to avoid overcrowding, pushing, running on platforms and standing close to platform edges. Luggage must be handled responsibly and station access routes, staircases and emergency exits should remain unobstructed.

During peak travel periods, festivals, major events and emergencies, passengers are encouraged to cooperate with authorised crowd-management arrangements. Responsible conduct at stations supports passenger safety, operational efficiency and a more comfortable journey for everyone.

Electrical Safety

Railway electrification systems carry extremely high voltage and require strict public caution. The Mission communicates a clear message that no person should climb railway coaches, locomotives, electrical structures, signal installations or trackside equipment. Objects must never be thrown toward overhead electrical wires, and kite flying, drone operation or similar activities should not be undertaken near railway electrical infrastructure.

Any fallen wire, damaged installation or suspicious electrical condition should be treated as dangerous. Members of the public should maintain a safe distance and immediately inform the appropriate railway or emergency authority.

Safety Education for Students and Young Citizens

Children and young people are among the most important participants in building a long-term safety culture. Through school outreach, student forums, interactive workshops, competitions, exhibitions, digital learning resources and age-appropriate safety materials, the Mission seeks to help students understand safe behaviour around trains, tracks, stations, level crossings and metro systems.

Students can become powerful safety ambassadors by sharing responsible messages with their families, friends and communities. All student participation should remain educational, appropriately supervised and subject to parental or institutional consent wherever required. Students must never be assigned operational railway duties or exposed to hazardous railway locations.

Railway-Side Community Engagement

Communities located near railway lines, stations, yards, bridges and level crossings require locally relevant and continuous safety communication. The Mission proposes community meetings, multilingual awareness materials, local safety campaigns and collaboration with schools, resident groups, voluntary organisations and other responsible stakeholders.

The objective is to address location-specific concerns such as trespassing, unsafe crossings, encroachment-related risks, waste disposal near tracks, livestock movement, electrical hazards and unsafe activities around railway property. Community participation can help convert awareness into sustainable local action.

Employee, Contractor and Workforce Awareness

A strong railway-safety culture requires continuous learning among personnel working in or around railway and metro environments. The Mission encourages safety orientation, refresher awareness, toolbox discussions, fatigue awareness, hazard reporting, responsible use of personal protective equipment and strict adherence to approved procedures.

Contractors, outsourced personnel and temporary workers should receive role-appropriate safety instructions before entering operational or construction environments. The Mission emphasises that productivity and deadlines must never take priority over human life, safe working practices or established safety controls.

Metro and Urban-Rail Safety

With the rapid growth of metro, rapid-transit and suburban railway networks, the Mission extends its awareness activities to urban mobility systems. Important areas include safe use of escalators and lifts, responsible behaviour near platform-screen doors, safe boarding and alighting, emergency communication, electrical safety and passenger discipline during crowded conditions.

Urban-rail users are encouraged to follow station instructions, avoid obstructing train doors, give priority to passengers exiting trains and offer appropriate assistance to persons requiring support. These simple actions contribute to safer, more efficient and inclusive public transport.

Digital Safety Communication

The Mission recognises the growing importance of digital platforms in communicating safety information quickly and widely. Websites, social media, short educational videos, mobile-friendly resources, webinars, digital posters and interactive learning tools can help reach diverse audiences across languages and geographical regions.

Digital communication must remain accurate, responsible and free from sensationalism. The Mission discourages dangerous photography, unauthorised filming, social-media challenges and content creation on railway tracks, moving trains or restricted premises. No photograph, video or online popularity is worth risking a human life.

Emergency Preparedness and Responsible Reporting

Preparedness can significantly reduce confusion and harm during an emergency. The Mission promotes basic awareness of emergency communication, evacuation discipline, fire safety, first-response principles and assistance for vulnerable passengers. Members of the public should not spread rumours, obstruct responders or enter an incident area without authorisation.

Passengers and citizens are encouraged to report visible hazards, unattended suspicious objects, damaged infrastructure, unsafe behaviour or emergencies through officially notified railway, metro, police or emergency channels. Reporting should be factual, timely and responsible, without interfering with authorised operations.

Research, Innovation and Knowledge Development

The National Railway Safety Awareness Mission seeks to support research into passenger behaviour, human factors, risk perception, safety communication and the effectiveness of public-awareness interventions. Data-driven evaluation can help identify recurring risk patterns, improve campaign design and ensure that safety messages are relevant to different communities.

The Mission also encourages the responsible use of emerging technologies such as artificial intelligence, data analytics, immersive learning, multilingual digital platforms and simulation-based education. Technology should serve as an enabler of awareness while remaining aligned with privacy, cybersecurity, accessibility and ethical standards.

Collaboration and Stakeholder Participation

Railway safety requires cooperation across institutions and communities. The Mission seeks constructive engagement with railway and metro professionals, educational institutions, research organisations, industry associations, technology providers, civil-society organisations, passenger groups, safety specialists, healthcare professionals and community representatives.

Such collaboration may support awareness campaigns, educational programmes, technical discussions, research projects, publications and professional knowledge-sharing. Every engagement should operate within applicable laws, institutional permissions, safety requirements and clearly defined responsibilities.

Proposed Mission Activities

The National Railway Safety Awareness Mission may undertake and support a wide range of public-interest activities, including railway-safety awareness campaigns, student education programmes, passenger outreach, community meetings, safety exhibitions, seminars, webinars, workshops, professional conferences, poster and essay competitions, multilingual publications, digital-learning resources and observance of railway-safety awareness events.

The Mission may also encourage the development of training modules, community safety toolkits, educational videos, research reports, safety pledges, institutional partnerships and recognition programmes for meaningful contributions to railway-safety awareness.

Strategic Priorities

The Mission’s strategic priorities include passenger safety, trespass prevention, level-crossing awareness, station and platform safety, electrical-risk education, student engagement, community participation, workforce awareness, metro-rail safety, emergency preparedness, accessibility, digital communication and evidence-based behavioural improvement.

These priorities are intended to complement technological and operational safety efforts by addressing the human and community dimensions of railway safety.

It does not replace the statutory, regulatory, operational or emergency-response responsibilities of Indian Railways, metro authorities, government agencies, police or other authorised bodies. All activities are subject to applicable permissions, laws and safety requirements.
