Organisational Structure
The All India Rail Safety Council (AIRSC) maintains a professionally structured institutional framework designed to support responsible governance, subject-matter expertise, operational coordination and stakeholder participation. The structure brings together governing bodies, advisory committees, professional divisions, regional chapters and specialised institutional initiatives within a unified framework.
AIRSC’s organisational arrangements are intended to promote accountability, transparency, professional independence and effective programme implementation. The composition, authority and responsibilities of every body or unit remain subject to the Council’s governing documents, approved policies, applicable laws and formal authorisations.
Indicative Organisational Framework
General Body
The General Body represents the broad institutional membership of AIRSC and provides a platform for participation, consultation and collective engagement. Subject to the Council’s constitution and governing rules, it may consider institutional reports, broad policy directions, professional priorities and matters relating to AIRSC’s long-term development.
Governing Council
The Governing Council provides overall institutional direction and governance oversight. It guides AIRSC’s vision, policies, strategic priorities and organisational development while promoting ethical administration, responsible decision-making and adherence to applicable requirements. The Council may include senior professionals, academicians, safety specialists, engineers, administrators and distinguished representatives from relevant fields.
Chairman
The Chairman provides strategic leadership and represents the Council’s institutional vision. The office guides the development of national-level programmes, professional partnerships, research priorities, educational initiatives and public-safety campaigns. The Chairman also promotes coordination among governing bodies, committees, divisions, chapters and specialised units.
Executive Council
The Executive Council supports the implementation of policies and programmes approved under AIRSC’s governance framework. Its responsibilities may include organisational planning, programme monitoring, financial oversight, membership development, institutional coordination and the review of projects undertaken by AIRSC’s divisions and specialised units.
National Advisory Council
The National Advisory Council brings together eminent professionals, former public servants, engineers, scientists, academicians, industry leaders, researchers, legal experts, disaster-management specialists and other distinguished individuals. It provides non-binding professional guidance on railway and metro safety, emerging technologies, education, research, sustainability, public policy and institutional development.
National Secretariat
The National Secretariat serves as AIRSC’s central administrative and coordinating office. It supports governance meetings, official communications, documentation, membership administration, programme coordination, stakeholder engagement and the implementation of approved institutional activities.
Expert and Technical Committees
AIRSC may establish expert committees for defined professional subjects, including railway safety, metro systems, disaster management, cybersecurity, infrastructure, human factors, passenger safety, research, education and sustainable mobility. These committees support technical dialogue, knowledge development and professional recommendations within their approved terms of reference.
Professional Divisions
Professional divisions provide specialised platforms for developing programmes, research activities, training resources and stakeholder engagement. Indicative areas may include:

Institutional and student chapters may be established in universities, colleges, training institutions and eligible organisations to encourage safety education, research, innovation and youth participation. Chapters do not independently represent statutory authorities and must function within AIRSC’s approved governance and branding framework.
