The Railway and Metro Safety Audit Programme is a specialised professional initiative of the All India Rail Safety Council (AIRSC) established to promote systematic risk identification, independent assessment, operational learning and continuous safety improvement across railway, metro rail, high-speed rail, suburban transit, freight, depot, workshop and associated transportation environments.
Modern railway and metro systems are complex networks in which infrastructure, rolling stock, signalling, electrical systems, communications, workforce performance, passenger movement, maintenance, emergency preparedness and digital technology operate in close coordination. A weakness in any one of these areas may affect the reliability and safety of the wider system. The Programme therefore applies an integrated and multidisciplinary approach to examining how people, processes, assets, technologies and management systems collectively influence safety performance.
Its principal objective is to help participating institutions understand their risks, evaluate existing controls, identify improvement opportunities and develop practical action plans. The Programme promotes a preventive philosophy in which vulnerabilities are recognised and addressed before they contribute to accidents, service disruption, asset damage, occupational injury or loss of public confidence.

The value of an audit depends upon the action taken after findings are reported. The Programme encourages organisations to prepare a structured corrective-action plan with defined responsibilities, priorities, resources and completion dates.
Where requested and appropriately agreed, follow-up reviews may examine whether actions have been completed and whether the intended safety improvement has been achieved. Closure should require appropriate evidence rather than verbal assurance alone.
Management remains responsible for accepting risks, approving corrective measures and ensuring implementation. AIRSC may provide independent professional observations but does not replace the accountable authority of the participating organisation.
Independence, Impartiality and Confidentiality
Credible auditing requires independence, professional competence, impartiality and confidentiality. Audit-team members should disclose relevant conflicts of interest and avoid assignments that could compromise objective judgement.
Sensitive operational, security, personal and commercial information must be handled responsibly. Reports should be shared only with authorised recipients according to the agreed terms and applicable legal requirements.
Audit findings should not be altered to satisfy commercial or reputational interests. Professional integrity is essential to the credibility and value of the Programme.
Voluntary and Advisory Nature
Unless specifically appointed or authorised by a competent government, regulatory or statutory authority, AIRSC audits are independent, professional and advisory in nature. They do not replace statutory inspections, mandatory approvals, safety certification, regulatory audits or the responsibilities of authorised railway and metro institutions.
Participation in the Programme does not automatically certify that a facility or organisation is free from risk or fully compliant with every applicable requirement. An audit is based upon an agreed scope, available evidence and observations made during a defined period.
The participating organisation retains responsibility for legal compliance, operational control, engineering decisions, risk acceptance and implementation of corrective action.
