SAFETY AS A NATIONAL RESPONSIBILITY—EXCELLENCE AS OUR CONTINUING COMMITMENT
It is my privilege to welcome you to the All India Rail Safety Council (AIRSC)—a professional platform dedicated to advancing railway and metro safety through knowledge, education, research, innovation, professional development and responsible public participation.
Railways are far more than a mode of transportation. They are a lifeline of our nation, connecting people, communities, industries, institutions and opportunities across India. Every railway journey carries not only passengers and goods, but also the aspirations of families, the momentum of commerce and the promise of national progress. Protecting this vital network is therefore not merely an operational requirement; it is a shared national responsibility.
At AIRSC, we believe that safety must remain at the heart of every policy, system, technology, workplace and passenger experience. True safety excellence cannot be achieved through compliance alone. It requires visionary leadership, professional competence, scientific thinking, operational discipline, ethical responsibility and a culture in which every individual understands that protecting human life is the highest priority.
The rapidly changing railway and metro environment presents both significant opportunities and emerging challenges. High-speed transportation, modern signalling, artificial intelligence, automation, predictive maintenance, digital twins, intelligent asset management, cybersecurity, hydrogen-powered mobility and climate-resilient infrastructure are reshaping the future of rail transportation. As these technologies evolve, our approach to safety must also become more intelligent, proactive, integrated and future-ready.
AIRSC is committed to promoting continuous learning, competency development, applied research, technology-driven safety solutions, disaster preparedness, risk reduction and professional collaboration. Through our specialised institutions and initiatives, we seek to provide meaningful platforms for railway professionals, engineers, safety practitioners, researchers, academicians, students, technology organisations and other stakeholders to exchange knowledge, strengthen capabilities and contribute constructively to the advancement of railway and metro safety.
Professional excellence is one of the strongest foundations of a safe transportation system. Infrastructure and technology can achieve their full value only when they are supported by competent professionals, responsible leaders and safety-conscious organisations. AIRSC therefore places particular emphasis on education, training, certification, leadership development, research, ethical conduct and the creation of a strong institutional safety culture.
Our Railway Vision 2047 Mission represents a forward-looking commitment to contribute towards safer, smarter, greener, resilient and globally competitive railway and metro systems by the centenary of India’s Independence. Aligned with national development priorities such as Viksit Bharat 2047, Atmanirbhar Bharat, Digital India, Make in India, Skill India, sustainable mobility and disaster-resilient infrastructure, the mission encourages indigenous innovation, advanced research, modern professional education and collaborative action.
The Railway Vision 2047 Mission recognises that progress must be measured not only by speed, capacity and technological advancement, but also by reliability, accessibility, environmental responsibility and the protection of every human life. Our aspiration is to help build a rail ecosystem where risks are anticipated, technology is used responsibly, lessons are learned continuously and safety becomes an inseparable part of leadership and decision-making at every level.
Public and passenger participation also has an essential role in railway safety. Safe behaviour at stations, platforms, level crossings and railway premises can prevent accidents and save lives. Through awareness campaigns and educational initiatives such as the Rail Vidya Children’s Safety Education Programme, AIRSC seeks to nurture safety consciousness from an early age and encourage responsible behaviour among passengers, students, families and communities.
Collaboration will remain central to our mission. No single institution can address the complex and evolving challenges of railway safety in isolation. Meaningful progress requires the combined contribution of professionals, academic institutions, research organisations, technology developers, manufacturers, infrastructure organisations, safety experts and civil society. AIRSC welcomes responsible institutional engagement founded on shared purpose, professional integrity, transparency and respect for applicable laws and standards.
As Chairman of the All India Rail Safety Council, I call upon every stakeholder to recognise that safety is not an expense—it is an investment in human life, institutional excellence and national development. Every responsible decision, every trained professional, every innovative solution and every safety-conscious passenger strengthens the railway system and, through it, strengthens India.
